PROJECT REQUIREMENTS

Establishing a Scalable Workflow for Producing Accessible Digital Content

The client needed PDF remediation services that could support continuous output of structurally and visually complex documents. The workflow had to accommodate regulatory content, technical publications, training materials, data visualizations, and branded assets while applying accessibility requirements consistently at scale. Our team was tasked with the following objectives:

Sustain a production volume of 3,000–5,000 pages each month across documents ranging from structured reports and manuals to training content, charts, infographics, and visual presentations.

Perform PDF accessibility remediation in accordance with WCAG 2.1, WCAG 2.2 Level AA, and PDF/UA (ISO 14289-1) requirements.

Prepare document structures for effective assistive-technology use through appropriate headings, reading sequences, alternative text, table structures, links, and navigational elements.

Validate completed files with screen readers such as NVDA and JAWS, along with keyboard navigation and screen-magnification environments.

Retain established typesetting, cover design, and visual standards during remediation, particularly where complex layouts, data visualizations, graphics, or branded formatting could be affected.

Maintaining Accessibility, Design Integrity, and Quality at Scale

Scaling document accessibility across thousands of pages introduced challenges that went beyond compliance alone. Every file had to remain structurally accessible, visually consistent, and usable across assistive technologies despite differences in document type, complexity, and revision frequency.

Consistency across High Volumes

Processing 3,000–5,000 pages each month across regulatory reports, technical manuals, training materials, brochures, presentations, and research publications created significant quality-control demands. The client needed PDF remediation services that could maintain uniform tagging, reading order, navigation, and accessibility quality across every delivery cycle.

Accessibility without Design Compromise

Many source files contained multi-column layouts, branded covers, tables, charts, infographics, data visualizations, and other design-intensive elements. Accessibility features such as semantic tags, heading hierarchies, alternative text, table structures, link annotations, and logical reading sequences had to be introduced without disturbing established typesetting, cover design, or page composition.

Accessible Visual Content and Design Preservation

Images, charts, diagrams, infographics, and data visualizations were reviewed individually and provided with meaningful alternative descriptions based on their informational purpose. Decorative elements were treated appropriately so they did not create unnecessary interruptions for screen-reader users. Where documents contained multimedia, captions and transcripts were incorporated to make audio and visual information accessible. At the same time, coordinated typesetting and document formatting services preserved established typography, page layouts, branded covers, graphics, and visual hierarchy. Automated Compliance and Standards Validation

Every remediated document underwent multi-level technical validation using Adobe Acrobat Accessibility Checker and PAC (PDF Accessibility Checker). These checks identified structural, tagging, navigation, and accessibility issues before files moved to final review. We validated the documents against WCAG 2.1 and WCAG 2.2 Level AA requirements as well as PDF/UA standards. This validation layer helped maintain consistent output across the client’s high monthly document volumes and supported the delivery of WCAG-compliant PDF services at scale.

Automated validation was followed by expert manual review to identify usability issues that compliance tools alone could not reliably detect. The QA process also covered document language settings, color contrast, text resizing, keyboard-only navigation, and screen magnification compatibility.
